Measure C - Farmworker Vanpool Program
The Council of Fresno County Governments (Fresno COG) invites all Fresno County residents who are interested in the Farmworker Vanpool Program to apply for Measure C subsidies that will assist in offsetting initial start-up costs and continuous operating costs. Subsidies are available on a first-come first-serve basis until the program funds are exhausted. All groups interested in participating in the Farmworker Vanpool Program are required to use an authorized vanpool provider such as VPSI, KART, or other agency, or form an employer-sponsored vanpool. Owner-Operator vanpools are not eligible to receive these subsidies.
The 2006 Measure “C” Extension Expenditure Plan, passed by voters in November 2006, provides funds for this Farmworker Vanpool Program. The program is designed to get commuters to their destinations safely, improve air quality, and provide a cost-effective alternative to the single occupant vehicle. The Measure C Farmworker Vanpool Program is open to both public and private industry competition, as well as potential public/private partnerships. Subsidies and reimbursements will be awarded to new and existing vanpools who meet the following criteria:
- Submit a request for proposal to the Vanpool Provider
- Must originate within Fresno County.
- Must have at least six (6) riders and one (1) driver.
- Must operate at least five (5) days per week (some exceptions may apply).
- New vanpools must either be non-operating or operating on the road for no more than two months to qualify.
- Allocations of Measure C funds will be prioritized based on overall cost effectives and air quality benefit.
Eligible subsidies and reimbursement can cover:
- Vanpool start-up costs (such as medical exams)
- Driver replacement costs
- Emergency Ride Home Program
- Monthly vouchers issued by an eligible operator
